Ukraine announces plans to repatriate refugees: Pilot project to launch in 2025

At the 7th German-Ukrainian Business Forum, Oleksandr Kamyshyn, presidential advisor, announced the launch of a large-scale program aimed at repatriating Ukrainians temporarily residing abroad. The pilot project will begin in early 2025 and initially focus on cooperation with Germany.

Key goal of the program

One of the primary objectives of the initiative is to involve Ukrainians in the defense industry.
“We recently announced the creation of a new ministry responsible for uniting Ukrainians and facilitating their return home,” Kamyshyn said. According to him, Deputy Prime Minister Oleksii Chernyshov is actively developing a program to help Ukrainians find roles in rebuilding and strengthening Ukraine’s defense sector.

How will it work?

The project aims to establish clear and transparent conditions for citizens returning to Ukraine, including:

  • Simplified return procedures.
  • Employment guarantees in strategically important sectors, particularly the defense industry.
  • Additional incentives for specialists with essential skills and competencies.

First phase: Cooperation with Germany

The pilot project will be implemented through collaboration between Ukraine and Germany. Kamyshyn emphasized that Germany will be the first country where the newly established ministry will begin the repatriation program.
“We want to create an effective model that can later be scaled to other countries,” he added.

Reintegrating citizens who have moved abroad is critical for rebuilding Ukraine’s economy and strengthening its defense capabilities. The program also aims to preserve cultural and national unity, providing Ukrainians with the conditions for a dignified life and work at home.
